PUBLIC PROCUREMENT REGULATORY AUTHORITY (PPRA)

Organisation Structure

THE BOARD OF DIRECTORS

As per provisions of Section 19(1) of the Cap 410, at the apex of PPRA there will be a Board of Directors consisting of 8 non-executive Members including the Chairman and the Chief Executive Officer.  The Board of Directors shall be the governing body of the Authority. The Board is guided by a Board Charter in execution of its function.

Section 22(1) of Cap 410 allows the Board to establish Committee that may be necessary for the better carrying out of its functions which are not exceeding five. In line with this provision the Board has established three committees as shown hereunde

  1. Audit Committee
  2. Advisory Committee; and
  3. Technical Committee.

THE CHIEF EXECUTIVE OFFICER

The Authority shall have a Chief Executive Officer (CEO) appointed in accordance with Section 23(1) of the PPA , Cap 410.  The CEO shall be the Accounting Officer of the Authority, and under the general supervision and direction of the Board, shall be accountable for the following broad responsibilities:-

  1. Management and operations of the Authority;
  2. Management of the funds, property and business of the Authority;
  3. Administration, organization and control of the officers and staff of the Authority; and
  4. Promoting training and disciplining of the officers and staff of the Authority in accordance with their terms and conditions of appointment.

DIVISION OF CORPORATE SERVICES

The Division is responsible to provide support services to the Authority for effectively and efficiently discharge the functions. Among other things it is mainly handling Finance, Accounting, Planning, Administration and Human Resources functions.

DIVISION OF MONITORING AND COMPLIANCE

To monitor and enforce compliance of the Public Procurement Act CAP 410.

DIVISION OF INFORMATION SYSTEMS

To determine, develop, introduce, maintain and update related system to support public procurement by means of Information and Communication technologies including the use electronic procurement.

DIVISION OF LEGAL AND PUBLIC AFFAIRS

To provide Legal Advisory Services to the Authority, Procuring Entities and other Stakeholders who participate in Public Procurement Issues and also coordinate Board and Management Meetings.

The Division also is responsible to enhance outreach, visibility and adequate awareness of the Authority’s mandate and functions to public procurement stakeholders and the general public.

DIVISION OF CAPACITY BUILDING AND ADVISORY SERVICES

To set standards for public procurement systems, build procurement capacity in the United Republic of Tanzania as well as undertake research and monitor market trends so as to provide indicative prices to PEs and Stakeholders in public procurement.

PROCUREMENT MANAGEMENT UNIT

To manage procurement and supply of goods, works and services to the Authority in order to achieve best value for money.

INTERNAL AUDIT UNIT

To provide an independent, objective assurance and consulting services to the Board of Directors and Management.
