Procurement through NeST saves over 35bn/- in two years, cuts carbon emissions
Tanzania’s transition to digital public procurement through the National e-Procurement System of Tanzania (NeST) is delivering significant economic and environmental benefits, according to a recent performance assessment conducted by the Public Procurement Regulatory Authority (PPRA).
The assessment covering the Financial Years 2023/24 and 2024/25 shows that the adoption of paperless procurement has generated substantial cost savings, reduced carbon emissions and improved efficiency in the management of public expenditure.
NeST, which was officially introduced in 2023, was developed as part of broader public procurement reforms aimed at strengthening transparency, accountability and competition in government procurement processes. The digital platform replaced traditional paper-based tendering procedures that required physical submission of large volumes of documents by suppliers.
According to the assessment, more than 219,000 tenders were processed through the system during the two-year period, enabling procuring entities and suppliers to avoid printing approximately 288.57 million pages of tender documents. This is equivalent to about 577,000 reams of paper and nearly 76,000 toner cartridges.
As a result, the shift to paperless procurement saved an estimated TZS 27.64 billion, including TZS 8.66 billion in paper costs and TZS 18.98 billion in toner expenses. These savings highlight the economic value of digitizing procurement processes while also promoting sustainable resource management.
Beyond reducing paper consumption, the NeST platform has significantly lowered travel requirements for suppliers. Previously, bidders were required to travel physically to collect tender documents, submit bids or attend clarification meetings. Through digital tender submission, the system eliminated more than 15.4 million kilometres of supplier travel and saved approximately 1.7 million litres of fuel.
These changes translated into transport cost savings exceeding TZS 3.2 billion for suppliers while also expanding access to procurement opportunities for businesses located far from procuring entities. The system has therefore helped improve inclusivity and participation in public procurement markets.
The environmental impact of the reform has also been substantial. The assessment estimates that NeST helped avoid 64,768 tonnes of carbon dioxide equivalent (tCO₂e) emissions over the two financial years. This reduction results from decreased fuel consumption, lower paper production and reduced energy use associated with handling physical documents.
At current carbon market prices, these avoided emissions represent a potential TZS 4.37 billion in carbon-credit value, positioning the digital procurement system as an important contributor to Tanzania’s climate-mitigation efforts.
Overall, the combined financial and environmental gains from NeST exceed TZS 35 billion within just two years, demonstrating how digital transformation in public procurement can simultaneously improve governance, reduce costs and support sustainable development.
