The Millennium Challenge Account (MCA) is a fund which was established by the Government of the United States of America in 2003. The Fund supports development efforts of countries that have demonstrated a genuine desire and introduced reforms aimed at developing strong and sustainable economics, and improving quality of life and social well being of their people. Eligible countries are given the responsibility to develop own compact proposals in line with MCC guidelines and an agreed set of criteria.

The Millennium Challenge Corporation (MCC) is an organization established in 2004 by the Government of the United States of America to administer the Millennium Challenge Account (MCA) Fund. The overall mission of the MCC is to manage effectively the MCA fund by supporting country programmes that show capacity to reduce poverty through sustainable economic growth. The establishment of the MCA fund and the MCC fulfill President's Bush's Monterrey commitment to provide greater resources to countries taking greater responsibility of their own development by ruling justly, investing in people and promoting economic freedom.

The Millennium Challenge Corporation (“MCC”) and the Government of Tanzania (the “Government”) have entered into a Millennium Challenge Compact (“the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Tanzania in the amount of approximately Six hundred and ninety eight million USD (“MCC Funding”).

The Millennium Challenge Account-Tanzania (“MCA-T”) on behalf of the Government intends to apply a portion of the proceeds of MCC Funding to eligible payments for contracts for goods, works and services. Payments by MCA-T will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact.
No party other than the Government and MCA-T shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
